commitments
1. Closer to Citizens
Drafting legislative proposals to limit the practice of public officials/dignitaries redirecting petitions to the person targeted by the complaint in the petition.
2. Good Governance
2.1. Drafting and promoting a framework law on the organization of competitions for public positions and certain public dignity positions. The law will define the positions for which competitions are mandatory, the stages of the competition, the evaluation and assessment procedures of candidates, in order to minimize manipulation of competitions and ensure employment based on merit and transparency.
2.2. Legally obliging the Intelligence and Security Service to justify its requests/decisions regarding the withdrawal of access to state secrets. This instrument has often been abusively used to remove inconvenient individuals from certain positions.
2.3. Amending the Parliament’s Rules of Procedure (or possibly the Parliamentary Procedures Code) with provisions regarding: the deadline for submitting amendments no later than 5 days before the draft law is approved in second reading by the specialized committee; examination of the draft law in second reading in plenary only after at least one week has passed since approval in the specialized committee; mandatory submission of the edited version of the draft at least 3 days before its final adoption in plenary.
3. Justice
3.1. Promoting the development of a unified system (or interconnection of existing systems where possible) for electronic case management, from criminal investigation to court examination. This measure will streamline the process, make it more transparent, and limit opportunities for intervention (removing or adding documents), thereby reducing corruption risks.
3.2. Careful monitoring and rejection of legislative interventions aimed at diminishing the independence of justice sector actors, while promoting draft laws that will increase transparency and accountability in the justice sector.
4. Transparency of Public Money
4.1. I will insist on creating a unified system for recording and public display of all financial resources received from external partners, whether in the form of grants or loans. A public platform should provide complete data on the amount, donor, purpose, actual spending, and achieved results.
5. European Integration
5.1. I will promote the creation of a mixed team of experts, researchers, and public officials to support Moldova’s negotiation team with the EU, to secure the most favorable conditions for the country. We need real negotiations, especially in sensitive areas for local businesses and farmers, such as agricultural policy, environmental policy, phytosanitary standards, and others.
6. Demography
6.1. I will establish a parliamentary working group, together with other MPs and experts from the economic, academic, and civil society fields, to draft a set of measures needed to increase the birth rate in our country, prevent population exodus, and create favorable conditions for the return of those currently abroad.
7. A Healthy Young Generation
7.1. I will initiate parliamentary oversight of the drug phenomenon: trafficking, sale, consumption, and sanctions. Drug use (and trafficking) is reaching alarming proportions. What makes this possible? Where are the border guards and the police?
7.2. STOP the sale of alcohol and tobacco to minors.
Actions:
1. Parliamentary oversight with hearings of state institutions.
2. Pilot Project: Youth as Detectives.
Young people (aged 15–18) will act as “detectives.” Those who manage to “buy” alcohol or tobacco and record the purchase on video will be rewarded. Even though legal provisions are strict enough, they seem ineffective as they remain unenforced. Why is the police powerless in this regard? I propose a pilot project where young people act as detectives. The recorded evidence will be sent to the police for sanctions. The same youth group will be empowered (and trained) to monitor cases until final resolution.
8. Money and Parcels
8.1. I will initiate the revision of the law that caps cash transactions. This law has already shown its “effects”: sales have collapsed, people cannot buy apartments unless they take a bank loan. Banks get richer, people get poorer.
8.2. I will initiate the revision of the Customs Code regarding postal shipments. The limit should be applied per supplier, not per purchase, and increased to €300.
9. Diaspora
9.1. I will insist on creating a one-stop desk and hotline for the diaspora, where people can quickly find answers to any questions.
9.2. I will request the initiation of parliamentary oversight regarding the allocation of funds for supporting diaspora businesses (PARE 1+1, 1+2, and others).
10. Economy
I will initiate the drafting of a 10-year economic development plan for the country. This should be prepared by representatives of all political parties, experts, business, and academia. Supported by signatory political parties, it cannot be derailed in case of a government change. We can no longer “play” with our economy every four years while each new government starts new plans.
